      <title>Saint Lucia and the Democratic Republic of Timor-Leste Establish Diplomatic Relations</title>

            In line with the continued thrust towards expanding diplomatic partners, this week Saint Lucia and the Democratic Republic of Timor-Leste established diplomatic relations in New York.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucia’s Permanent Representative to the United Nations, H.E Menissa Rambally, and H.E Karlito Nunes, Permanent Representative of Timor-Leste to the United Nations, signed a joint communiqué on November 08, 2023, establishing diplomatic relations between the two countries.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The establishment of diplomatic relations with this Southeast Asian state is part of the Government of Saint Lucia’s Foreign Policy to forge new diplomatic ties with non-traditional and other developing economies in pursuit of mutually beneficial development objectives.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           As Small Island Developing States (SIDS), formalization of relations between the two nations sets the foundation for advancing efforts including addressing climate change, culture, and knowledge exchange as well as pursuing cooperation in other political and socio-economic areas.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

      <title>Saint Lucia Reiterates Call for End to US Embargo on Cuba at the United Nations</title>

            – At the United Nations General Assembly annual debate on the resolution calling for an end to the United States embargo on Cuba, Saint Lucia joined 186 members states in condemning this blockade.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucia’s Permanent Representative to the United Nations, H.E Menissa Rambally, who also delivered a statement on behalf of the Caribbean Community (CARICOM), highlighted that this long-standing matter continues to serve as an impediment to the regional cooperation that CARICOM maintains with Cuba.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The unselfish assistance of Cuba to Saint Lucia, the wider Caribbean and globally in furtherance of socioeconomic development and sustainability is consistent with the values and aspirations of cooperation amongst the countries of the Global South. Cooperation with Saint Lucia in health and other sectors like education, has been the foundation for an enduring bond spanning decades.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucia acknowledged the indomitable spirit of the Cuban people who continue to persevere despite the unlawful economic, commercial and financial embargo imposed by the United States.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Ambassador Rambally, reaffirmed the Government of Saint Lucia’s fervent call for an end to this embargo, and expressed hope that the will of the overwhelming majority of the nations of the world is duly respected on this matter.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;

            ﻿
           &#xD;
      &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           The UN General Assembly (UNGA) is the main policy-making organ of the Organization. Comprising all Member States, it provides a unique forum for multilateral discussion of the full spectrum of international issues covered by the Charter of the United Nations. Each of the 193 Member States of the United Nations has an equal vote.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The United Nations is an international organization founded in 1945. Currently made up of 193 Member States, the UN and its work are guided by the purposes and principles contained in its founding Charter.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           The UN has evolved over the years to keep pace with a rapidly changing world.
          &#xD;
    &lt;/span&gt;&#xD;

            – Prime Minister, Hon. Philip J. Pierre on behalf of the Caribbean Community (CARICOM) outlined the region’s needs and pathways for success in the face of a deepening climate crisis at the UN Climate Ambition Summit.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           At the summit held in the margins of the UN General Assembly High Level Week, Prime Minister Pierre emphasized that despite the efforts of CARICOM Member States in advancing adaptation and resilience initiatives, greater ambition by major emitters, new and increased access to climate finance as well as delivery of pledges and commitments made, will be key if small island developing states are to thrive amidst the climate crisis.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Prime Minister Pierre highlighted that the operationalisation and capitalisation of the loss and damage fund, systematic approaches for debt relief and targeted support to accelerate implementation of Nationally Determined Contributions (NDCs) in Member States are also urgently required.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           CARICOM welcomed the UN Secretary General’s Acceleration Agenda as a clear pathway for success towards ensuring the protection of lives and livelihoods.
          &#xD;

    &lt;span&gt;&#xD;

Pierre in the margins of the 78th Session of the United Nations General Assembly (UNGA) High-Level Week, signed the landmark Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (referred to as the BBNJ Agreement).
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The ocean plays a critical role in the economy and regulating climate, this global agreement is designed to ensure marine resources in areas beyond national jurisdiction or what is commonly called the “high seas” are preserved against increasing human and natural threats.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           For Small Island Developing States like Saint Lucia, this agreement provides a framework for a fair and equitable receipt of benefits from the utilization of marine resources in the high seas, as well as capacity building and transfer of marine technology.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Having participated in the negotiations of this treaty, Saint Lucia is among one of the first countries to sign this agreement. This demonstrates the Government of Saint Lucia’s continued commitment to leading the global effort for advancing the development of resilient ecosystems, covering both land and marine-based resources.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The signing of this agreement is one of the highlights in the schedule of activities for the Saint Lucia delegation at this year’s UN High-Level Week Meetings.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Prime Minister Pierre was the sixth world leader to sign this agreement.

            – At the High-Level Meeting on the Midterm Review of the Sendai Framework held from 18-19 May 2023, at the United Nations Headquarters in New York, Hon Shawn Edward, Minister with responsibility for Sustainable Development and current Chairman of the Caribbean Disaster Emergency Management Agency (CDEMA), highlighted to the General Assembly, the core regional priorities around disaster risk reduction.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           He noted the Caribbean’s increasing vulnerability to disaster risks, particularly in the realms of climate change, existing high debt levels as well as being small and open economies, highly susceptible to external shocks, limiting national and regional capacities to adequately prepare and respond to disasters.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Minister Edward emphasised the need for targeted actions, including around early warning systems, improving disaster preparedness and response plans, training and capacity building in emergency responses, building up emergency supplies and infrastructure, as well as establishing systems to coordinate disaster response efforts.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This High-Level Meeting also saw the adoption of a political declaration by member states as a renewal of commitments and to accelerate the implementation of the Sendai Framework up to 2030.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           In addition to Minister Edward’s participation in other high-level dialogues, in his capacity as Minister with responsibility for Education, Innovation, Science, Technology, and Vocational Training, positive discussions were held with officials from the UN Office of Human Resources (OHR), initiating efforts towards strengthening Saint Lucia’s recruitment into the UN system through the Ministry and local education institutions.

            – Saint Lucian national Jevanic Henry who serves on the United Nations Secretary-General’s Youth Advisory Board on Climate Change, delivered the keynote message at the opening session of the United Nations Economic and Social Council (ECOSOC) Youth Forum which was held from April 25th – 27th, 2023. The Youth Forum is an annual event that provides a platform for young people around the world to put forward their ideas and contribute meaningfully to policy discussions. In his message, he made a rallying call to the global community, to scale up efforts in supporting young people as the catalyst to drive Sustainable Development.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Acknowledging that the COVID-19 pandemic has exacerbated the socio-economic challenges faced by countries, he highlighted that the post-pandemic era provides an opportunity to rethink approaches to development and to build back better, capitalizing on the innovative and entrepreneurial spirit of the younger generation.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           He cautioned that “We cannot allow the creation of a cemetery of youth ideas as this will put the 2030 Sustainable Development Agenda in jeopardy”. Henry encouraged the creation of and further investments in existing facilities which are dedicated to supporting young people in transforming their ideas into sustainable livelihoods.

           -- At the milestone United Nations Water Conference held from 22-24 March, 2023 in New York, Saint Lucia launched a global CALL FOR ACTION on Water Security and Climate Resilience in Small Island Developing States towards SDGs and SAMOA Pathway achievement.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This UN Water Conference, the first in 46 years and co-hosted by the Kingdom of the Netherlands and the Republic of Tajikistan, aimed at raising awareness of the global water crisis and accelerating action towards sustainable water resource management. Member States adopted a Water Action Agenda as a primary outcome, representing voluntary commitments to meeting global water-related goals and targets.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Within the margins of the Water Conference, at a side event focusing on mobilizing partnerships and strengthening existing collaborations, Saint Lucia in partnership with the Governments of Cabo Verde, Palau, the Alliance of Small Island States (AOSIS), UNESCO, and UN-OHRLLS, launched the joint Call for Action on enhancing SIDS resilience. The event was also attended by Climate Envoy for the Kingdom of the Netherlands His Royal Highness Prince Jamie de Bourbon de Parme, who praised this initiative.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Hon Stephenson King, Senior Minister and Minister for Infrastructure, Ports, Transport, Physical Development, and Urban Renewal highlighted the progress made in placing water and its management at the core of Saint Lucia’s national development and climate policies. He emphasized that significant increases in investments in water and water infrastructure are needed if small island economies such as Saint Lucia are to meet the magnitude of interventions required to address challenges in the water sector.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           UNESCO who plays a key role in supporting SIDS on water security, through Deputy Director-General Mr. Xing Qu, reiterated the strong focus placed on SIDS within their programming highlighting the 1st UNESCO operational strategy for SIDS currently being developed to address their specific needs, with water security being a key pillar.

  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

            - United Nations Secretary-General, António Guterres, on 16th March 2023, announced the second cohort of his Youth Advisory Group on Climate Change. This is a group of seven young climate leaders who will primarily provide advice and practical recommendations towards accelerating the implementation of the Secretary-General’s climate action strategy.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucian national Jevanic Henry is one of seven young leaders appointed by the Secretary-General to this group for a two-year period and is the first from the Caribbean region to serve on this board, with a view to ensuring the youth perspectives remain at the heart of climate action at all levels.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Jevanic is no stranger to the climate change arena having previously worked on various climate and development initiatives particularly around climate finance at the Commonwealth and United Nations level. He has also been instrumental and continues to support local youth organizations in identifying and accessing funding sources for community-based climate projects.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Speaking on his appointment, Jevanic highlights that “Our survival particularly as small island developing states, now depends on a global community which is unified in urgently advancing the climate agenda with the power of young people being a crucial catalyst to drive this much needed accelerated action.” He credits the Caribbean Youth Environment Network (CYEN) for his initial exposure years ago in helping him identify how he can contribute to driving climate solutions. It is his hope that through this role he can be an avenue through which new doors can be opened for Caribbean youth in climate action, whilst ensuring the voices of those often unheard, yet most impacted, especially from the region can be channeled to influence policy and action at the highest levels that will allow us to continue building climate resilient economies.

    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           Jevanic is also Saint Lucia’s first Alliance of Small Island States (AOSIS) Fellow currently assigned to the Permanent Mission of Saint Lucia to the United Nations in New York. The AOSIS Fellowship is a programme currently funded by the Government of Italy, providing young diplomats from small island developing states with practical training in international negotiations around climate, oceans, and sustainable development issues, geared towards boosting their national capacity.

           Saint Lucia’s Ambassador to the United Nations (UN) H.E. Menissa Rambally was elected chair of the UN Special Committee on Decolonization (C-24), during elections held at the organizational session of the C-24 on 16th February. The Committee, which consists of 29 members, also elected the Ambassadors of Cuba, Indonesia, and Sierra Leone as its three Vice-Chairs. and the Syrian Arab Republic as its Rapporteur.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In her statement following the election, Ambassador Rambally acknowledged the important work of her predecessor, Ambassador Keisha McGuire of Grenada, “who led the committee skillfully through the difficult period at the height of the global pandemic.” She further noted:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “The C-24 will remain true to its mandate entrusted upon by the General Assembly, and (will) fulfill that mandate in accordance with the UN Charter and relevant General Assembly resolutions. The C-24 will address the needs and situation of each Territory on its agenda, on a case-by-case basis, taking into account the Territory’s particular circumstances.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Currently, there are seventeen, mostly island, non-self-governing territories formally recognized by the UN General Assembly. The substantive work of the UN on the self-determination of these territories is conducted by the Special Committee on Decolonization which was instrumental in Saint Lucia’s progression to independence.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

Saint Lucia was the host of the highly successful regional seminar in 2022 that focused attention on the Caribbean territories.

           - H.E. Menissa Rambally, the new Permanent Representative of Saint Lucia to the United Nations, today presented her credentials to the UN Secretary-General António Guterres.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           During the brief formal ceremony, the Ambassador conveyed the best wishes of the Government and people of Saint Lucia and assured the Secretary-General of future dialogue and collaboration on key issues of importance to Saint Lucia. She also took the opportunity to reaffirm Saint Lucia’s commitment to multilateralism and the UN Charter, against the backdrop of the current extraordinary international landscape bedeviled by multiple crises and challenges.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Secretary-General congratulated and welcomed Ambassador Rambally back to United Nations, and he assured her of his commitment and support to work with Saint Lucia on a range of issues including climate change, financing for development and the post Covid recovery. The two diplomats also discussed the potential of collaboration between the UN and Saint Lucia on youth empowerment and the youth economy.

           Saint Lucia was among 141 Member States of the United Nations which voted today in favor of a United Nations General Assembly resolution condemning Russia for its invasion of the neighboring State of Ukraine. 5 Countries voted against the resolution while 35 abstained.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The resolution, among other things, called upon the Russian Federation to "immediately cease its use of force against Ukraine and to refrain from any further unlawful threat or use of force against any other UN Member state." It further demanded that the Russian Federation "immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internally recognised borders."
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Last week Saint Lucia had joined other OECS and CARICOM Member States in a declaration reprimanding Russia for its intervention in Ukraine and on Monday 28th February 2022 issued a separate condemnatory statement of the Russian action.

           The Honourable Dr. Gale Rigobert, Minister for Education, Innovation, Gender Relations, and Sustainable Development, today assumed her seat as the Co-Chair of the Governing Board of the Risk-informed Early Action Partnership (REAP).
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Launched at the United Nations Climate Action Summit in September 2019, as one of the tangible outcomes of the UN Secretary General s coalition on Adaptation and Resilience, where Saint Lucia was represented by its Permanent Mission to the United Nations, who worked to ensure that Saint Lucia had an influential role in the Partnership. The REAP brings together an unprecedented range of stakeholders across the climate, humanitarian, and development communities with the aim of making 1 billion people safer from disaster by 2025.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           The inaugural meeting of the high-level governing board was held virtually and brought together members from all key REAP stakeholder groups, including developed and developing countries, international institutions, civil society, and the private sector. Discussions focused on the REAP strategic vision, partner engagement, governance arrangements, the development of the implementation plan, and the road to COP26.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The board has a critical role in guiding the Partnership as it advances its work to set ambitious targets which will drive a systemic shift towards acting earlier to reduce the impacts of disasters. The targets highlight the importance of national planning, financing, and delivery mechanisms to support early action, as well as investment and coverage in warning systems with a focus on them reaching the most vulnerable.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Dr. Rigobert stressed that "Saint Lucia s selection as a co-chair along with the United Kingdom as the incoming host of the 26th UN Climate Change Conference of the Parties ( reflects the international recognition of Saint Lucia s firm resolve at the highest level to advocate for the protection of people and ecosystems from the changes that are brought by changing climate through robust resilience and adaption. This seat at the table provides an opportunity for Saint Lucia to guide the work of the partnership and ensure that the unique vulnerabilities of Small Island Developing States are adequately accommodated in the implementation plans."

           The Government of Saint Lucia and the Republic of Bulgaria have formally established diplomatic relations between the two countries. The Joint Communiqué establishing relations was signed on November 05, 2020, in New York by the respective Ambassadors and Permanent Representative of the two countries to the United Nations, His Excellency Cosmos Richardson of Saint Lucia, and His Excellency Georgi Panayotov of Bulgaria. With the signing of this joint communiqué, Saint Lucia now has diplomatic relations with every individual member state of the European Union.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           During the ceremony, the two Ambassadors exchanged ideas on ways in which relations between the countries might be strengthened. Ambassador Richardson observed that while the countries had not formally established diplomatic relations before now, as a member of the European Union which is Saint Lucia’s most significant development partner, Bulgaria has been a strategic ally. He, therefore, welcomed the formalization of relations at a time when small states like Saint Lucia are grappling with difficult development challenges such as the COVID-19 pandemic, high debt burdens, and ensuring the maintenance of livelihoods.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Common interests were identified including confronting the global health crisis brought about by COVID-19, combatting the issue of climate change, and attaining sustainable development goals for the benefit of their citizens. Also discussed were the peculiar challenges facing Small Island Developing States (SIDS), and the need for adjustments to be made to the international financial architecture to meet the specific requirements of this group of countries. The Ambassadors pledged to work closely to advance multilateralism in an increasingly complex world. The Government of Saint Lucia welcomes the establishment of relations with Bulgaria; a step which is consistent with its objective to expand its diplomatic reach and build new alliances as Saint Lucia seeks to promote its interests and accelerate its economic and social development.

           The Government of Saint Lucia has announced the Implementation of Heightened Protocol and Social Distancing Regime with measures which come into effect from Monday 23rd March to Sunday April 5th 2020.
          &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           The measures which were announced today are as follows:

      &lt;span&gt;&#xD;
        
            Border Control: Saint Lucia will strengthen, tighten and escalate port health protocols as part of its heightened protocols.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Utilities (WASCO, LUCELEC, Telecoms)
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Sanitation collection and disposal
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Supermarkets/mini-marts/shops, bakeries, &amp;amp;amp; pharmacies
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Petrol/Gas stations
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Air and Seaports operations (to facilitate cargo handling and US flights if they are still flying, to allow for return of nationals returning home)
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Limited public transportation services
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Limited banking services
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;

            Trucking services related to movement and delivery of essential supplies and the food chain.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;

      &lt;span&gt;&#xD;
        
            Restaurants and Fast Food services only those who do take away/take out, delivery or drive through capabilities will be allowed to open

            Manufacturing activities related to production of food, water and products of personal hygiene

           – On Tuesday June 26, 2018, Saint Lucia formally established diplomatic relations with the Socialist Republic of Vietnam. This historic occasion was effectuated through the signing of a Joint Communiqué at the Ambassadorial level in New York.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           His Excellency Cosmos Richardson, Ambassador and Permanent Representative of  Saint Lucia to the United Nations expressed his delight and satisfaction that the two countries have taken this important step, towards building friendly and cooperative relations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Ambassador Richardson also noted that Saint Lucia remains committed to working with other countries in the pursuit of mutual development, peace and security and the attainment of the Sustainable Development Goals (SDGs). In this regard, Saint Lucia looks forward to working with Vietnam both bilaterally and multilaterally.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Her Excellency Nguyen Phuong Nga, Ambassador and Permanent Representative of the Socialist Republic of Vietnam to the United Nations also expressed her gratitude and pleasure at this accomplishment.
          &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           In the ensuing discussions, the following were identified as possible areas for future collaboration between the two countries: high-tech industries, agricultural development, fisheries, tourism and education. Building resilience to combat climate change was another area discussed, noting that the two countries rely heavily on the tourism and agricultural sectors. Mindful of the adverse effects of climate change on these two countries and in particular on the agricultural and tourism sectors, the Ambassadors agreed that there is need to continue to raise awareness of this global challenge and the need for continued collaborative actions.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Representatives of the respective Missions will continue discussions with a view to establishing a platform for cooperation.

           Saint Lucia continues the push to build resilience through the enhancement of its foreign policy by engaging with non-traditional partners and thus welcomes this new partnership with Vietnam.

           On Wednesday, February 22, 2017, His Excellency Cosmos Richardson, Saint Lucia’s new permanent representative to the United Nations, presented his credentials to UN Secretary-General António Guterres, at the United Nations Headquarters in New York City.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In presenting his Letters of Credence to Secretary General Guterres, His Excellency Cosmos Richardson stated his intention to work closely with the UN Secretariat, its various agencies, and its membership. He also pledged to advance the organization’s goals, while ensuring that Saint Lucia’s interests are protected and promoted.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Further, Ambassador Richardson used his discussion with Secretary-General Guterres to highlight a few of the issues that most concern Saint Lucia, and the priorities of its people within the United Nations context. Chief among them are climate change, security, the successful implementation of the sustainable development goals, international development cooperation, youth development and unemployment.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Ambassador Richardson also struck a note of national pride, reiterating that his official accreditation to the United Nations occurred on the very day that Saint Lucians at home and abroad were commemorating the island’s thirty-eighth year of independence.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           A retired civil servant with more than three decades of service to the Government of Saint Lucia, Ambassador Richardson has held a number of key government positions. Most recently, he served as Saint Lucia’s Ambassador to CARICOM and the OECS. From 2007 to 2012 he was Cabinet Secretary and Permanent Secretary in the Office of the Prime Minister. Prior to that, he served as Permanent Secretary in the Ministry of External Affairs, International Trade and Civil Aviation, and Permanent Secretary in the Ministry of Commerce, International Trade, Investment, Enterprise Development and Consumer Affairs. From 1986 to 1997, he served in the Ministry of Agriculture, Fisheries, Physical Planning, Natural Resources, and Co-operatives.

    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Until his diplomatic appointments, Ambassador Richardson also provided consultancy services for various organizations in the areas of public policy, policy analysis, and strategic planning.

           Joint Communiqué on the Establishment of Diplomatic Relations between Saint Lucia and the Republic of Mauritius Signed 
          &#xD;

    &lt;span&gt;&#xD;
      
           New York (10th November 2014) - Saint Lucia has formalized diplomatic relations with the Republic of Mauritius. On November 7th, 2014, Ambassador Menissa Rambally, Permanent Representative of Saint Lucia to the United Nations signed instruments with her counterpart Ambassador Milan Jaya Nyamrajsingh Meetarbhan.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The agreement aims to promote relations of friendship and cooperation between the two sides in the political, economic and cultural spheres at the national and international levels. This latest formal solidification further exemplifies Saint Lucia' diplomatic engagement with non-traditional partners; which is critical in building mutually beneficial partnerships to address Saint Lucia's interest in the context of an ever evolving global environment.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Ambassador Rambally in her remarks at the ceremony thanked the Government and People of the Republic of Mauritius and in particular H.E. Mr. Milan Jaya Nyamrajsingh Meetarbhan for bringing this process to fruition. She outlined the bonds that serve and unite both countries citing the many commonalities that existed between the two countries, both historically and presently.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Ambassador Mr. Milan Jaya Nyamrajsingh Meetarbhan on his part cited that while geographically our countries are distant, we share similarities as developing countries including sharing similar culture like our Creole Heritage. Ambassador Meetarbhan stated that this signing was desirous of promoting mutual understanding and strengthening the friendship and cooperation between the two countries.

           The Permanent Mission of Saint Lucia to the United Nations and the Consulate General of Saint Lucia in New York are combining their efforts on Friday, October 3rd, 2014 to jointly launch their official websites at their New York office.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This event comes on the heels of the successful delivery of Minster for External Affairs, International Trade and Civil Aviation, Hon. Alva Baptiste's address to the 69th Session of the United Nations (UN) General Assembly this week at the UN. The Minister spoke on the assembly’s theme: “Delivering and Implementing a Transformative Post 2015 Development Agenda.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Information and communication technologies (ICTs) have radically changed the way things are done and continue to influence day to day all aspects of human life, be it in the governmental, business, social or entertainment world. It has revolutionized life and created opportunities for growth and development worldwide.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The continuous, rapid communications flow in the information environment, facilitated by modern technological advances and media distribution methods, requires responsive, agile processes and capabilities to preserve and enhance the credibility and influence of St. Lucia at a national, regional and international level.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Government of Saint Lucia recognizes the need to promote the use of Information and Communication Technology (ICT) as an enabler of growth and development within the island. As such, the national development agenda emphasizes the use of such technologies in building requisite capacities within the country’s key economic sectors inclusive of the Ministry of Foreign Affairs and its Satellite Affiliates.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           It is within this context that the dire need was recognized to produce and establish for the first time ever, functional websites for both the Permanent Mission of Saint Lucia to the UN and the Consulate General Office in New York. As such, the development of an interactive user-friendly information and communication platform, that would provide the appropriate interface between the organization, users and all stakeholders has been successfully crafted and developed.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucians in the diaspora can now access essential documents directly from these websites, such as passport application and visa forms, get information about the various processes and requirements on several aspects of the services that these offices offer in a timely fashion, get email alerts once they have signed up to be informed of activities and events of relevance and news items that impacts their lives directly. Overall, these two online portals will allow for greater communication and sharing of information between the consulate and the mission and in effect truly transform the way that these important government bodies engage their users and their online communities.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Recognition is made of the fact that St. Lucian audiences located in the diaspora must be strategically targeted in order to create, strengthen or preserve conditions favorable for the advancement of Saint Lucian interests, policies and objectives through the use of coordinated programs, plans, themes, messages and products synchronized with the actions of all instruments of national governance.

      <title>Tribute to Justice Suzie D’Auvergne</title>

           Justice D’Auvergne was appointed as a Magistrate in 1979. She was the first female    Director of Public Prosecutions, and also Saint Lucia’s first ever Solicitor-General.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            ﻿
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Her Ladyship, the Hon. Justice Suzie D’Auvergne passed away at about 5 a.m. on   Monday, August 18, 2014.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           She had an extensive law career. Before she retired as a High Court Judge of the Eastern Caribbean Supreme Court in 2004, she served as Acting Justice of the Appeal Court and Judge of the International Labor Organization’s administrative tribunal. She was the first female Director of Public Prosecutions, serving between 1982 and 1988. She was also Saint Lucia’s first ever Solicitor-General. Justice D’Auvergne had been a practicing barrister since 1975 and was appointed as a Magistrate in 1979.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Outside of her legislative duties, she was appointed Chairperson of the Electoral     Commission, Chairperson of the Constitutional Reform Committee, Chairperson of the    National Archives Authority, Chairperson of the Police Complaints Commission and a member of the Judicial and Legal Services Commission.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           She served on the Board of Governors of the Sir Arthur Lewis Community College and the Board of Governors of the St. Joseph’s Convent Secondary School. She was also a Patron of the Marian Home for the Elderly and a Director for the Adelaide and Francis Home and Johnson Home for the Elderly. She also served on the Board of the LUCELEC Trust Inc., the philanthropic arm of the Saint Lucia Electricity Services Limited (LUCELEC), from March 6, 2010 until her passing.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Justice D’Auvergne was awarded the Saint Lucia Medal of Honor Gold in 2004 for her service to justice. On the Queen’s Birthday Honor List in 2006, she was awarded the Companion of the Order of Saint Michael and Saint George.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;

           Government of India gives Donation towards Saint Lucia's Ongoing Storm Recovery Efforts 
          &#xD;

    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           - On Friday, February 21st, 2014 the Government and People of India through its Ambassador to the United Nations, H.E. Mr. Asoke Mukerji at a short ceremony at Saint Lucia's Permanent Mission to the United Nations handed over a cheque totaling US $0.5 million to    H.E. Menissa Rambally, Saint Lucia's Ambassador to the United Nations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This timely contribution is the awaited result of an initial diplomatic intervention by the Saint Lucia Mission Ambassador in concerted and sustained mobilization efforts targeting United Nation countries to assist ongoing community and national disaster efforts in Saint Lucia in the aftermath of a weather system that severely impacted the country with heavy flash flooding causing the loss of six valuable lives and significant agricultural and infrastructural damage in December last year.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           H.E. Mukerji in his remarks stated "this gesture of support is a reflection of the Government of India's steadfast commitment towards the Government and People of Saint Lucia in this hour of crises and that it is hoped that this contribution would help facilitate the relief and rehabilitation efforts presently underway in Saint Lucia".
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In her acceptance of the cheque donation, H.E. Rambally conveyed the "immense gratitude of the Government and People of Saint Lucia for this meaningful and significant contribution" and further assured the Indian Ambassador that "this funding will indeed serve in a timely manner to support Saint Lucia's efforts at ongoing recovery".
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Saint Lucia accepts and welcomes this timely donation from the Government and People of India which will to a very large measure and degree expand and sustain the ongoing recovery efforts as the country tries to return to functionality in all aspects of its community and national life.
